For Donald Boland and others Drives are marketed with the term TeraBytes, meaning 1 Trillion Bytes(1,000,000,000,000) Computers don't use TeraBytes they use TebiBytes which are 2 to the power 40 bytes (1,099,511,627,776) So as you can see 4 Terabytes is equal to 3.63 Tebibytes. You have exactly the amount they told you you'd have, just in a different unit.
